Yes. The content is CC BY-SA 4.0 and CC0 and we add no restrictions. Sustained commercial volume needs a service plan, which covers throughput and support — not rights in the content.
The corpus is ranked by pageviews and expanding. If something is missing that should not be, tell us and we will pull it in.
Bulk export is available on enterprise plans. You can also build it yourself from the public Wikimedia dumps — our pipeline is not a secret.
